Mike's Biography
Personal
Mike has lived in Douglas County since 1987. He has been married to Peggy Mulcare for 44 years, his high school sweetheart. They have three children, Angelle, a teacher living in Germany; Mike Jr., an engineer living in Massachusetts with his family; and Nicholas, a deputy marshal in Fulton County. They have four grandchildren and two great-grandchildren…so far. Mike is retired from Delta Air Lines after 31 years and devotes full time to Douglas County citizens and their issues. Peggy works at Georgia-Pacific as an accounting supervisor.
Professional
Before retiring from Delta Air Lines, Mike advanced from an aircraft mechanic to manage all of non-technical training for its Technical Operations division of 11,000 employees. This covered leadership and supervisory training, sales training, management seminars, negotiation skills, conflict resolution and many other facets of learning. He developed a division-wide personnel evaluation system; coordinated succession planning through director level; started Delta University (on site college courses) and managed the FAA Safety Awards Program at Delta.
Community Service
He has been active in Douglas County quality of life issues for over 14 years. He started Friends of Douglas County (FoDC) in 1997. FoDC brought the community together to successfully defeat a major rezoning of the entire Bear Creek Watershed Basin for high density development. As a result, the county benefits to this today. This group, with Mike as President, later helped many different neighborhoods defeat zonings that would have permitted a landfill, a power plant, apartments and a prison farm that would have devastated communities. His FoDC frequently opposed repeated developer demands for ever-increasing housing densities. As a private citizen, the county asked Mike to contribute as a member of the Unified Development Code Committee, Annexation Mediation Board and Zoning Variance Board.
